Sims 3 mother is stuck teaching the toddler how to talk!?

And the toddler learned but they are stuck sitting on the floor no matter what I try to make them do. Other people cannot pick up the toddler either. And since they're stuck the social worker is about to come. I followed someones advice and saved it already so I'm trying to get tem out of being stuck
